Any ideas on this blank token?

Missing the painted on number....
 
Is it brass?.........and does the back have the rim border like the side shown?

Thanks for the ideas guys... from what I can tell, it is brass. The rim border is on both sides. From what I can tell from doing some reserch, this could be pre-1920's. The park I found it in is from the 1860's. What do you guys think?
