Hey!
We are new to metal detecting and found this item by an old concrete foundation. There was much more stuff there to dig up but it was too cold. This item was very close to the surface. The only words on it are "PAT APLD FOR" which I believe stands for patent applied for. I looks like it is made out of brass. Maybe some sort of buckle?
 
suspender buckle, they often had the patent date,
 
Agree with suspender. Could be from on old military pack, circa ww2/korea as they sometimes used something like that.
