I dug this in an Iowa yard about 7 inches deep with my Minelab Equinox. Appears to be cast out of brass. Appears to be curved with an indentation like it would slip into something.

Interesting. Especially made for a purpose no doubt. Perhaps some type of frog to pass binding ropes/straps thru to secure a load?
 
Possibly a plate inside a valve of some type???? Neat what ever it is!
