I found this a few weeks ago while searching around an old house site.
The house was built in the 1870's and was torn down in the early 1900's.
It appears to be brass and the small tube at the bottom rotates within the other piece.
I don't see any threads on the inside of it.

It appears a hose of some sort slipped over the piece that rotates. When you bolted the 2 halves together it held it tight. Now what this nozzle(?) was used for, I have no idea.
 
Now you got me thinking.. this site is now a golf course.. I wonder if the piece is from a sprinkler?
 
If water were to come out the end, it would form 2 spouts of water, and if it spun, it would make a perfect sprinkler system.

That is exactly what I was thinking when you said you didn't see any threads. I could sure use a few of those in my veggie garden.
 
Sprinkler head. Water coming out those slots would make it spin.

Golf course is the clue. They do a lot of watering.
