About six inches long and tapered to a smooth point. Hollow inside and made of aluminum perhaps.

Diameter is an inch and it is five inches long

It is not threaded.

It looks dirty. And it also has dirt on it. :)

It is one of the more unusual items I have found.

Good idea, Maybe a reusable one? The aluminum is thick. probably about a 3/8 of a inch all the way around

No, about a half Inch.

Could that groove have once held a rubber O ring?

It looks to me like a guide or alignment pin. The groove is squared off so its not likely for an O-ring. Maybe a snap ring or some other retainer.
Since it's aluminum, its not for rugged use. That might help point towards its purpose.
