Anchored Message Index now working and also added another feature in PM

I have finished coding the anchored message index. So it's now working. No more getting taken back to the beginning of the index.

Now if you press [Return to Message Index] it will return you to near where you last left off in the "Message Index".

Also added to this forum is a e-mail notifier so any time someone leaves you a private message on the forum, an e-mail will be dispatched to you with a link inside to take you to your private message inbox.
