Unfortunately, unless a hobbyist happens to be "looking for landmines", those would have no bearing or usefulness on hobbyist applications. The GPR shape showing they're alluding to will, at best , have pixels 1" or 2" across. Thus everything a hobbyist looks for/and or finds (coins, rings, nails, tabs, foil wads, etc...) are ... doh ... 1 pixel. Perhaps for landmines (which, by definition, would be dinner plate sized ?) those might have some use. Hence ok if you're looking for mines. But for us, I'm afraid that has no bearing on our hobby.

imagine what the private market could do if they decide to develop it?

I'd say that the "private market " could do nothing more the military has done. You can't change the laws of physics.
