I've never seen one like this before.
 
I find them all the time or used to when I hunted a site at a college that had a big area with an old football field and a couple of soccer fields plus it was also a police training facility and site.
That is a blank...big bang but no bite.

Yep schools and a lot of other businesses use them to scare off nesting birds like egrets
 
I come across 9mm in detecting all time the casing and bullets but never a blank. It still can hurt you if hit up close and personal

Yes, even blanks can kill under the right circumstances.
Look up an actor by the name of Jon-Erik Hexum.
A bullet can fly far but even in a blank with no actual bullet the paper wad or plastic cap which is still present can still be propelled at very high velocity for a few feet.
Just the force of the expelled gasses out of a gun's muzzle alone from a fired blank can be tremendous and do great damage if held too close to a soft body part.
I would say ask that actor but you can't because he died joking around with a gun with only one blank on set but that one blank is all it took.
