Sorry to throw you off but the top half kinda looks like a smiley face. ;) Looks like a guage of some kind with an "F" on the left and an "S" on the right. With about 26 increments. Thought maybe the F meant full but can't think of a good synonym for empty that starts with an S. I'm sure this is junk but just curious. What was it's purpose?
 
Interesting find, looks like a mechanical timer of some sort, F for fast and S for slow, the hole on the left maybe for a winder key.

The back of a old wind up clock. The "F" and "S' are there for the small lever that goes through the slot for regulating the speed of the clock. Making the clock gain time (faster) or lose time (slower). Does not appear to be for an alarm clock as there is only one hole to wind the clock.
