I Think Post Civil War Late 1880s and WW1 with casting and type pin/ hook on back , Civil War at ID Pins/ Badges where crude and thin wire and not cast is 2 pieces on back for Hook. It still great finds anyway
 
Like Chuck said, it has a more modern construction than CW, War Dept was around until the mid 1900's. Silver is nice.
 
Childs toy. Ranks up there with Sheriff, Marshal, Special Agent, Fireman, Police and the like.
