Thanks to Dale we have confirmation on the "lid" It is a tobacco pipe wind guard. I straightened it a bit, but the material is quite fragile so I stopped before it broke. Hinge on one side catch on the other. The edge is scalloped so as to vent as well as the interesting vents on top.

Pretty cool, never even heard of one. So many more variety of finds dirt hunting vs beach.
